Step-by-Step Instructions
  1. Combine salt, black pepper, garlic powder, and onion powder in a small bowl. Rub mixture over the chuck roast to enhance flavors.
  2. Set Instant Pot to 'Sauté' mode. Heat olive oil, then sear the roast on each side for 4-5 minutes until browned.
  3. Remove the roast and sauté chopped onion and carrots for 3-4 minutes until fragrant.
  4. Pour in beef broth and red wine, scraping the bottom to lift browned bits for rich cooking liquid.
  5. Return roast to the pot, add thyme, rosemary, and Worcestershire sauce.
  6. Seal the lid and cook on high pressure for 60 minutes.
  7. Allow a natural release for 10 minutes, then quick release any remaining steam.
