- Season both sides of the chicken breasts with garlic powder, onion powder, smoked paprika, salt, and black pepper. This step takes about 5 minutes.
- Heat olive oil in a skillet over medium-high heat. Add chicken and cook for 6-7 minutes per side until golden brown and fully cooked. Remove from skillet.
- In the same skillet, add chicken broth and bring to a simmer. Stir in rice and salt, cover, and cook for 15-20 minutes until tender.
- Melt butter in the skillet, add flour to form a roux, and cook for 1-2 minutes until golden.
- Slowly whisk in milk and additional chicken broth, stirring until thickened. Mix in garlic powder and thyme.
- Add cooked chicken back into the skillet, spoon sauce over the top, and let simmer for 5 minutes.
- Serve chicken over rice, garnishing with fresh parsley.
